The Graaff-Reinet Community Improvement District held their first public meeting and introduced its steering committee at the first successful public meeting held at Botanics on the 9th of December 2025.
It became evident that the SRA, also known as a Community Improvement District (CID) was possible and needed to be led by the people, for the people — a model where local members drive the changes they wish to see. With this vision in mind, a group of dedicated, like-minded individuals with the energy and enthusiasm to make a real difference were gathered, and a Steering Committee was formed. Together, we’re committed to shaping the future of our community and ensuring a thriving, sustainable Graaff-Reinet for all, said Derek Light.

What is a CID?
“A City Improvement District (CID) refers to a clearly defined geographical area, in which property owners contribute additional rates to fund supplementary municipal services for that specific area as per a community supported Business Plan approved by Council” (City of Cape Town, 2025).
Due to the fact that Graaff-Reinet is a town, we refer to it as a Community Improvement District (CID), used as a vehicle to carry out the role and task of providing supplementary services to the town.

- Social & Economic Development
Why establish a CID in Graaff-Reinet?
Graaff-Reinet is a unique town in the Eastern Cape, South Africa. It is known for its well preserved Cape Dutch architecture and historical charm. This unique town is completely surrounded by the Camdeboo National Park which is home to the beautiful Valley of Desolation. What sets it apart is its mixture of rich history and the natural beauty of the Karoo landscape. It’s a unique combination of cultural heritage and natural wonder!
The CID offers us a wonderful opportunity to collaborate and improve our town for everyone by pooling our resources, so that we can create a collective impact that benefits all of us. This initiative empowers us to take ownership of our actions and decisions, ensuring we work together, said Derek Light.
The Graaff-Reinet CID is initiated by the COMMUNITY, is run by the COMMUNITY, for the benefit of the COMMUNITY!
Derek Light, the registered owner of Erf no. 692, 87 Somerset Street, Graaff-Reinet intends to apply for the establishment of a Community Improvement District (CID) in terms of the Dr. Beyers Naudé Local Municipality: Community Improvement District Bylaw, 2025 (the “By-law”) read with the Dr. Beyers Naudé Local Municipality: Community Improvement District Policy, 2025 (the “Policy”)
The proposed Graaff-Reinet CID (the GRT CID) will include all non-residential and residential properties within the following geographical boundaries:
- Horseshoe
- Sunnyside
- Industrial Area
- Bergendal
- Spandau
Following the public meeting on the 9th of December 2025, changes have been made to the Business Plan.
The purpose of the upcoming public meeting is to discuss the Final Business Plan and to elicit comments before it is submitted to Council as part of the CID establishment application.
